We fi rst discuss how “small c” culture underlies “large C” culture, and identify the features of the former. Then we examine how the constituents of culture and communication, inextricably linked, correspond to each other, how mother tongue communication is conducted based on culture, and how mother tongue communicative competence is acquired along with culture.\n In light of the above, we suggest that, in an EFL situation like that of Japan, it is virtually impossible to thoroughly grasp English language culture or acquire native speaker level English because we cannot become bicultural bilinguals in an EFL setting. Lastly, we suggest that, in order to achieve English language profi ciency in the EFL situation, we should learn and use English in conjunction with Japanese language and culture.
